It's a review of a collection of short stories by Alison Lock called Above the Parapet, and the magazine in question is Sabotage, which is an awesome thing which more of you should read.
Insert nerves here re: being too academic, missing the point, failing to engage properly, lacking flair, using too much flair, being uncomplimentary, being too complimentary, etc. etc.
